Ian Dollenmayer

Executive Director
Ian was appointed as the Executive Director of the Joint Committee on Agency Rule Review in 2023 after over seven years of service with the State of Ohio. He most recently spent four years as the Legislative Liaison at the Department of Taxation. Prior to that, he worked for three years in the Ohio Senate as a Legislative Aide for two State Senators. Ian holds a Juris Doctor from Capital University Law School and a Bachelor of Arts in Political Science and Philosophy from the University of Dayton.

Greg Fouche

Deputy Director
Before joining the Joint Committee on Agency Rule Review as Assistant Director in April, 2000, Greg interned in the U.S. House of Representatives, the U.S. Senate, and the Ohio Secretary of State Office and participated in the Legislative Service Commission Internship program. From 1997-2000, he served as the Senate Press Clerk and as a Legislative Aide for two State Senators. In 2011, Greg was promoted to Deputy Director with JCARR. Greg holds a Masters in Public Administration from the University of Akron and a Bachelors Degree in Political Science and History from Baldwin-Wallace College.

Honor Billmaier

Legal Counsel
Honor joined the Joint Committee on Agency Rule Review in 2022 after practicing law in the private sector for over eight years. She worked for several law firms in Columbus, Ohio and Washington, D.C., focusing her practice on federal income tax structuring and analysis. Previously, she interned with the U.S. Department of Commerce and the Supreme Court of Ohio. Honor holds a Juris Doctor from Harvard Law School and a Bachelor of Arts in Political Science from The Ohio State University.

Jacob Hamilton

Rules and Technology Administrator
Jacob served the State of Ohio for six years before starting with the Joint Committee on Agency Rule Review in 2024. He previously worked with the Ohio Bureau of Workers' Compensation as a Customer Service Associate for three years, and most recently spent two years in the Ohio House of Representatives as a Legislative Aide for two members. Jacob holds a Bachelor of Science in Social Work from the Ohio State University, and a Graduate Certificate in Public Policy from Liberty University.
